Respected Sir,
          At the outset I am thankful to you for the decision of BSNL Board for absorption of Screen Test qualified and JTO Phase-I Trained Officiating JTO’s against 50% Promotion Quota.
          However in the Note-5 of schedule of JTO (T) RR-2014 it is mentioned that, “The officials who had been appointed on regular basis under old JTO (T) Recruitment Rules shall be unblock senior to those appointed / Regularized through new recruitment rules on regular basis.”  Which is contrary to the para-11 of terms and conditions of absorption, circulated vide letter No. referred here in above.
          As per the recorded discussion, held with three federations on 02/01/2001, on the proposal approved there in para-11, which is reproduced below, clearly shows that, “The group C&D employees who appear for any promotional examination whether direct or departmental and qualify in such examinations./ Outsiders coming through direct recruitment process, would rank junior to all other employees in the promotional cadre who had already been qualified in the earlier examination even though they get absorbed in BSNL subsequently”.
  
          Therefore, since I have qualified in the Screen-test held on 28/04/2000, the earlier examination, shall rank senior to all who appeared promotional exam whether direct or departmental and qualified in such exam, shall rank junior to me.
          Since the R.R. 2014, Note-5, scheduled is contrary to the terms of my absorption in BSNL. This condition in R.R. should be deleted and justice done to me.
          Further, since I have already underwent JTO Phase-I Training in the year 2004-2005, and also continuously working as JTO for more than 10 years with Technical Break of one day after every 180 days. I request you to kindly scrap the condition of undergoing in fructuous JTO Phase-I training again. In case any knowledge of any latest technology is required to be imparted, this can be done by giving in service training or by adding this subject in the Second Phase of JTO training which I have to undergo after my absorption as regular JTO.
          Kindly consider my submission favorably and amend the R.R. accordingly and oblige.
